Cindy Rodriguez Singh has been added to the FBI’s list of 10 Most Wanted Fugitives.

The 40-year-old is wanted for the murder of her six-year-old son, Noel Rodriguez-Alvarez. The child had chronic lung disease and required oxygen support. He was last seen in Everman, Texas, in late 2022.

According to the FBI, Rodriguez Singh believed Noel was “evil” and possessed by a demon.

Noel’s disappearance was first reported in March 2023, when Everman police carried out a welfare check after an anonymous tip.

Officers were told Noel had not been seen since October 2022, shortly after the birth of his twin sisters.

Rodriguez Singh reportedly told police that Noel was with his biological father in Mexico. However, days later, she and her husband, Arshdeep Singh, purchased one-way tickets to India.

They left the US on March 22, 2023 with their six other children. Noel was not among them.

She has not been seen since.

FBI Dallas Special Agent in Charge, R Joseph Rothrock, said:

“The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman as well as throughout North Texas.

“The addition of Cindy Rodriguez Singh to the FBI’s Ten Most Wanted Fugitives List is an opportunity to bring this case to the eyes and ears of citizens across the country and around the world.

“We are confident that this publicity will culminate in her arrest and that she will be returned to the United States to answer for her alleged crimes.”

A Tarrant County grand jury indicted Cindy Rodriguez Singh in 2023 on several charges. These include one count of capital murder, two counts of injury to a child, and one count of abandoning a child without intent to return.

According to police, Noel appeared “unhealthy and malnourished”.

Investigators revealed he had never been enrolled in school and had suffered abuse and neglect.

Family members alleged that Rodriguez Singh would withhold food and water from Noel because she disliked changing his soiled nappies.

Everman Police said Arshdeep Singh was seen disposing of a carpet in a dumpster the day before the family left for India.

A sniffer dog trained to detect human remains later flagged both the carpet and a new patio built at the family’s home.

Then-Everman Police Chief Craig Spencer said:

“The reality is that there are times, there are situations where we may not ever find a body.”

“That doesn’t preclude the DA’s office from being able to push this case forward and get a murder conviction on the case.”

Noel is believed to be dead.

Rodriguez Singh is the 537th person added to the FBI’s Ten Most Wanted Fugitives list.

In August 2024, the FBI offered a reward of up to $25,000 for information leading to her arrest. That figure has now been raised to $250,000.
