Ahead of Nirav Modi’s extradition hearing in a London court, India has assured the UK that the fugitive diamantaire will only face trial in the Punjab National Bank (PNB) fraud case if he’s extradited.

A written assurance, or sovereign guarantee, has been submitted to the UK through the Crown Prosecution Service (CPS).

If extradited, Nirav Modi will be lodged in Arthur Road Jail, Barrack No. 12, in Mumbai.

India had earlier given a similar assurance to Belgium in the Mehul Choksi case.

Authorities there were assured that Choksi would not be held in solitary confinement and would be housed in humane conditions in line with international standards.

Nirav Modi has been in a UK prison since March 2019.

He and his uncle, Mehul Choksi, are accused of carrying out India’s biggest bank fraud, defrauding Punjab National Bank of nearly $2 billion.

In 2022, Nirav Modi exhausted all legal options in UK courts.

In May, the UK High Court rejected his tenth bail plea, calling him a flight risk.

Recently, officials from the CPS visited Tihar Jail to assess whether fugitives extradited from the UK would be provided with adequate facilities and basic amenities.

This review was necessary after past extradition requests from India were rejected by UK courts, which had expressed serious misgivings about jail conditions.

Last month, a special CBI court granted pardon to Maiank Mehta, the brother-in-law of Nirav Modi, in the Rs 13,000 crore PNB fraud case, after accepting his plea to turn approver.

Modi’s brother, Nehal Modi, was arrested in the United States in July 2025 on money laundering charges.

He was accused of laundering proceeds of crime on behalf of his brother and of assisting in concealing and transferring large sums through a network of shell companies and overseas transactions.

Investigators reported that he had allegedly taken diamonds and 150 boxes of pearls from Hong Kong, alongside large sums of cash and 50 kg of gold from Dubai.

The charges against Nehal Modi included money laundering and criminal conspiracy linked to the PNB fraud case.

Authorities also alleged that he was involved in destroying digital evidence and intimidating witnesses to conceal the money trail.

The extradition proceedings of Nirav Modi, combined with the prior legal actions against Nehal Modi, highlight the international scope of the PNB fraud case.

Indian authorities continue to pursue justice for all parties involved while ensuring compliance with international legal standards.

Nirav Modi’s hearing is scheduled to take place on November 23, 2025.
