"Pakistan is making substantial strides to enhance its internet"
Elon Musk’s Starlink has been granted a temporary No Objection Certificate (NOC) to operate in Pakistan.
This is a significant step towards enhancing the country’s internet services.
This temporary NOC was issued following a comprehensive review by the Ministry of Information Technology (IT).
It was granted in consultation with various regulatory and security agencies.
Starlink is among the most technologically advanced companies offering internet via Low Earth Orbit (LEO) satellites.
The approval process was initiated when Musk confirmed in January 2025 that Starlink had applied for permission to launch its services in Pakistan.
IT Minister Shaza Fatima Khawaja confirmed the development on March 21, 2025.
She stated that the temporary registration was granted under the guidance of Prime Minister Shehbaz Sharif.
Khawaja said: “Under the leadership of Prime Minister Sharif, Pakistan is making substantial strides to enhance its internet infrastructure.
“Modern solutions like satellite internet will not only enhance connectivity but will bridge the digital divide across Pakistan.
The Minister added that the approval was the result of extensive consultations and consensus among security and regulatory bodies.
This included the Cybercrime Agency, the Pakistan Telecommunication Authority (PTA), and the Pakistan Space Activities Regulatory Board.
According to the minister, Starlink’s approval marks a pivotal moment in Pakistan’s ongoing efforts to improve its internet infrastructure and digital landscape.
The IT minister also noted that a regulatory framework is being developed to allow LEO satellite companies, including Starlink, to operate in Pakistan.
She emphasised that Starlink’s arrival will provide a much-needed boost to connectivity, especially in underserved and remote areas of the country.
The PTA will oversee Starlink’s compliance with regulatory requirements, including ensuring that the company meets its fee payments and licensing obligations.
The approval of Starlink’s temporary NOC is expected to pave the way for its official launch.
This development came two days after Musk confirmed that he was awaiting the approval of the government of Pakistan to launch Starlink in the country.
The government is optimistic that this new service will enhance Pakistan’s digital capabilities and set the stage for future technological advancements.
As Starlink gears up for its official launch, the company’s role in transforming Pakistan’s internet landscape remains significant.
With the temporary NOC now granted, the satellite-based internet provider is expected to play a key role in improving connectivity throughout the country.
