"If I give you one punch I'll knock all your teeth out."
Footage captured the moment two enforcement officers working on behalf of Harrow Council threatened a member of the public.
The officers, employed by Kingdom Services Group under contract to the north-west London authority, were captured on camera during a confrontation on Northolt Road in South Harrow.
The footage appeared to show one officer deliberately turning off a colleague’s body-worn camera before both men threatened the individual filming them.
During the exchange, one officer said: “When I’m not in uniform, I’m gonna knock you the f*** out and rip your teeth out.
“If I give you one punch I’ll knock all your teeth out.”
The same officer also threatened to “throw you through the f****** walls”.
Video of the incident appears to show one officer pressing a button on his colleague’s bodycam before the other confirms: “It’s off.”
The confrontation then escalated further as one officer repeatedly urged the man filming to follow him away from the street.
He said: “Come to the alleyway right now, we’re gonna show you what time it is.”
Both officers were wearing hoods over their distinctive purple enforcement jackets and black vests fitted with body-worn cameras.
The footage also captured one officer saying: “We’re gonna make sure you can’t work no more and earn no money ’cause you’re trying to butt in with our money.”
He later added: “If I call a police officer for you, he’ll f*** you up, you know, ’cause we work with them.”
When challenged about their conduct, one of the officers replied: “We’ve got people to feed.”
The officer wearing a red hood was also seen unzipping his vest while making references to the man’s apparent occupation as a painter and decorator.
The circumstances that led to the confrontation remain unclear. The identity of the individual filming the incident has not been made public.

The footage went viral and prompted a response from Harrow Council and Kingdom Services Group, with both confirming that the two men have since been sacked.
A Harrow Council spokesperson said: “Swift action was taken as soon as the incident and complaint were raised to us and Kingdom in May, and the individuals involved no longer work for Kingdom.
“We take any instance of officers deliberately turning off body-worn cameras extremely seriously.
“Threats of violence towards members of the public are wholly unacceptable and will not be tolerated.”
A Kingdom Services spokesperson added:
“We are aware of the video circulating in relation to the serious conduct of two Kingdom Local Authority Support enforcement officers.
“As soon as the incident and subsequent complaint were brought to our attention in May, swift action was taken.
“The individuals concerned no longer work for Kingdom Local Authority Support.”
Kingdom Services Group provides environmental enforcement and community safety services to local authorities across the UK.
According to Harrow Council, Kingdom officers work alongside council enforcement teams to issue fixed penalty notices and tackle anti-social behaviour.
