Punjab Minister Balkar Singh has become embroiled in controversy after an explicit video purportedly of him circulated online.
The BJP has accused him of asking a woman for sexual favours in exchange for a job.
The video was shared by several BJP leaders.
It appeared to show AAP member Singh looking down at his phone and talking to someone.
It was reported that the caller was a 21-year-old woman who had asked him for a job.
The video then took a dark turn as Singh panned the phone down to reveal he was not wearing any trousers, exposing himself to the caller.
On social media, the clip’s audio has been removed but Singh allegedly said he would give her a job in exchange for sexual favours.
He also allegedly asked the woman to undress for him, all while he showed his private parts to her.
Things got even more lewd as the Punjab Minister placed his phone down and spoke to the woman whilst touching himself.
As the explicit video circulated and allegations came to the fore, the Nationa Women’s Commission (NCW) directed the Punjab Police to probe the charges and submit a report within three days.
The women’s panel said, “The National Commission for Women is gravely disturbed by a Twitter post alleging misconduct by Punjab MLA Mr Balkar Singh.
The reported acts, if substantiated, constitute serious violations under IPC sections 354 and 354B, directly affronting a woman’s dignity.”
The Commission urged Punjab Police Chief Gaurav Yadav to “investigate the matter swiftly and thoroughly, ensuring Balkar Singh’s arrest if the allegations are confirmed”.
The NCW also sought a detailed action report and an FIR within three days.
BJP leader Tajinder Bagga, who shared the video, alleged:
“A 21-year-old sister comes to Aam Aadmi Party’s Punjab Minister Balkar Singh and says that she is in great need of a job.
“Balkar asks her to make video calls, forces her to take off her clothes, and masturbates.”
Bagga requested AAP Delhi Chief Minister Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann to dismiss Singh immediately.
BJP national spokesperson Shehzad Poonawalla called the AAP “Anti Aurat Party” and linked the incident to the alleged assault against Swati Maliwal in Delhi.
Poonawalla tweeted: “Characterless AAP. AAP = Anti Aurat Party.
“After Lal Chand Kataruchak now Balkar Singh, AAP MLA whose video of masturbating with a 21-year girl is viral.
“Even Congress is attacking AAP but remains silent on Swati Maliwal. Will Kejriwal and Mann sack Balkar Singh? Will Kejriwal open his mouth on Swati Maliwal?”
As the scandal intensified, Balkar Singh denied any knowledge of the video, saying:
“I have no comments, and it is not known to me.”
